Winchester City Council

Third Ward

About Kim

Hi, my name is Kim Herbstritt and I’m running for City Council, Third Ward.

Winchester is a place that holds special memories for me as a young adult, spending time with friends enjoying the serenity of small town life. I left the area for several years to have new life and work experiences, but my family and the beauty of this city called me home.

Throughout my career, I’ve been a strong proponent of working with local communities to solve local problems. I’ve made it a priority to find solutions to challenging issues, while remaining focused on strategies that serve ALL residents. My experience in the nonprofit sector, combined with the highs and lows of being a small business owner, make me especially aware of and focused on how Winchester can affect positive change for its citizens on a limited budget.

Winchester is a special place for those who call it home. Our future will be brighter when we build bridges so that all thrive together.

I am committed to listening and working hard for positive change for the Third Ward and the City of Winchester.

Together we can make a difference.

Kim's Platform

When you have a question, problem or a concern, I’ll be available to hear it. If it’s an
issue with the city, I’ll try to resolve it. I’ll develop resources to refer you to if it’s a regional, state or federal government issue. I will also look out for you if I see a city or private sector action occurring that will negatively affect our ward. Acting proactively, sometimes a problem can be avoided before it occurs. Finally, I’ll keep in touch. I’ll do regular town halls for our ward to hear what’s concerning you, to answer questions or just keep you up with what’s going on. I’ll also keep my web site and Facebook page to provide you with current information, a calendar of events, etc. Transparency will be important in everything I do as your councilor. An informed citizen is an involved citizen.

Coming from the non-profit sector, I always had to get big results with few dollars. I’m just the same as a new small business owner. I know budgets, book keeping; have made payrolls and how to read spreadsheets.  People sometimes say I’m a penny pincher but isn’t that who you’d like managing your tax dollars?

But we exist within the boundaries of a larger county, a growing region and dynamic state. I will keep current and aware of opportunities available for joint projects like the Regional Drug Task Force, the Metropolitan Planning Council, etc. As in my non-profit and business work, I’ll network with others and find helpful resources within Winchester and outside it to benefit our citizens.

Endorsements for kim

Kim Herbstritt is a problem solver. First and foremost, she listens and tries to understand problems in our community. Once she understands she tenaciously seeks solutions. I've seen her do this, quietly and effectively, with the Nonprofit Alliance for the Northern Shenandoah Valley and Literacy Volunteers. More personally, she has been a wonderful resource to me and to many others who want to address problems in our community. She is already serving our community in so many ways--let's put her in office where her effectiveness can be amplified.

I have had the pleasure of getting to know Kim Herbstritt over the last several years as she frequented my café to meet with friends and business associates. Her work with Literacy Volunteers impacted the community and now as a small business owner, Shady Knoll Mushrooms, and a participant in the Old Town Winchester Farmer's Market, she is present and passionate about this, our local community. Personally, we have shared similar experiences in caring for our elderly parents. She is caring and compassionate and validated challenges we both have faced.

I’ve had the privilege of working with Kim over the past two and half years. She is dedicated to helping those experiencing difficult times in their lives. She has shown wisdom and grit when making things happen. When it comes to solving issues in our community I go to Kim for advice and help.
Brandan Thomas
Executive Director, Winchester Rescue Mission
As a consultant to Winchester businesses and non-profits, I’ve known and worked closely with Kim for several years. I’ve been continuously impressed by her knowledge of and dedication to the local community. She is committed to improving quality of life of Winchester’s residents, and has innovative yet practical ideas on how to do this. Her background as both a non-profit leader and a small business owner gives her unique perspectives on community interests, and she understands both the complexities of and possibilities for effecting meaningful change through the mechanisms of local government. Kim is a candidate who will truly serve the citizens of Winchester, and do so with great passion and effectiveness. I strongly support her bid for City Council.
